EBT card replacement is handled by Kentucky's EBT processor, not DCBS.
The (888) 979-9949 line is available 24/7 and can cancel and reissue immediately.
DCBS cannot issue replacements — do not direct clients to the DCBS line for this.
When you call, tell them your card is lost and you need a replacement.
They will cancel your card right away so no one else can use it.
Your new card will be mailed to you. It usually arrives in
5 to 7 business days. Your benefits stay in your account the whole time.
When your new card arrives, set a new PIN before you use it.

Standard replacement timeline: 5–7 business days by mail.
Expedited replacement (1–2 days) may be available if the client can
demonstrate hardship — ask the EBT processor when calling.
Confirm the mailing address on file before the client hangs up.
Call now — your card can be cancelled right away
When you call, say that you think your card was stolen or used without
your permission. This is different from just reporting it lost.
Tell them you want to report it as fraud.
They will cancel your card right away and send a new one.
Your new card will arrive in about 5 to 7 business days.
When your new card arrives, change your PIN before you use it.
Do not use the same PIN you had before.
Federal law has allowed people to get back benefits that were stolen in
some cases. Ask about this when you call.
Social worker note — Stolen card / fraud
Direct client to report as fraud (not just lost) — this initiates a
different process and creates a record for benefit replacement review.
Benefit replacement: Mandatory replacement for SNAP benefits
stolen via EBT skimming, cloning, or phishing was authorized under the
Consolidated Appropriations Act of 2023 (P.L. 117-328) for thefts occurring
October 1, 2022 – September 30, 2024. Extension of this mandate beyond
FY2024 is not confirmed as of April 2026. Verify current Kentucky DCBS
policy before advising on replacement eligibility. Client should ask
specifically about replacement when reporting to the EBT processor.
